Membership Information
The Utah Municipal Clerks Association (UMCA) is a professional organization that offers opportunities for education, involvement, personal growth, and leadership to help municipal clerks and recorders be the best that they can be. A majority of all clerks/recorders from Utah’s over 250 cities and towns are UMCA members. Our parent organization is the International Institute of Municipal Clerks (IIMC), which has over 15,000 members representing towns, small municipalities and large urban jurisdictions of more than several million people. The purpose of the IIMC and UMCA is to is to actively promote the continuing education and professional development of clerks/recorders through extensive education programs, certification, publications, networking, conferences, and research.
Our role as clerks and recorders is unique in that we are required to be experts in all areas of municipal government, including election laws, government transparency, ethics, communication, budgets, human resources, and the list goes on! Plus, we must remain knowledgeable about the most up-to-date legislative directives affecting us. The UMCA is here to help members obtain their required certifications and provide vital educational opportunities and networking support.

The mission of the Association is:

To provide educational and networking support for Municipal Clerks, Recorders, and Deputies

To promote positive professional interaction with elected officials, staff, and the general public

To enhance the awareness and value of the Municipal Clerk/Recorder profession
Join as an additional Full Member*
*The first membership from each City/Town/District is $125. Additional memberships are $55.
Any qualifying Clerk, Recorder, or Deputy shall become the Full Member for their
municipality/district upon payment of annual membership dues. A Full Member shall
have all the rights associated with membership including the right to vote, hold office, and obtain
certification.
Additional Full Members are fully qualified members from the same municipality/district provided they
qualify under the definition of Full Member. Additional Full Members have the same rights and
privileges, other than voting of Full Members, but pay a lesser fee. A municipality/district must have one
Full Member before they are eligible to have Additional Full Members.
JOIN AS An Associate, Honorary, or Retired MEMBER
Individuals serving an administrative or legislative body of municipal government may become an
Associate Member upon payment of annual dues. Associate Members do not have the right to vote,
hold office, or obtain certification; but they can take advantage of education programs. Should they
eventually assume the job of Municipal Clerk, Recorder, or Deputy, they could then become a Full
Member of the Association and apply for IIMC certification.
